About the role
1. Job Purpose
The Liaison Officer represents Juntu Technology Trading PLC in government and public offices. This person handles licenses, investment permits, work permits, residence permits, visas, and other official paperwork, so the company and its foreign (Chinese) staff follow Ethiopian law and the company's work is never delayed by missing documents.
2. Key Responsibilities
Ethiopian Investment Commission (EIC) and Business Licensing
• Handle company requests at the Ethiopian Investment Commission, such as permit registration, renewals, amendments, and investor service needs.
• Renew and follow up on the trade license, business registration, and other company permits before they expire.
• Work with the Ministry of Trade and other offices on business documents when needed.
• Keep a clear record of all licenses and their expiry dates.
Work Permits, Visas, and Immigration
• Prepare and submit work permit applications and renewals for foreign employees, together with the HR Manager.
• Handle visas, residence permits, and renewals with the Immigration and Citizenship Service.
• Follow up with the Ministry of Labor and Skills and other offices on work permit approvals.
• Arrange airport pick-up and support for foreign staff and visitors when needed.
• Keep a tracking list of all foreign staff documents with expiry dates and send early reminders.
Government Offices and Public Services
• Work with the Ethiopian Revenues and Customs Authority (ERCA), tax offices, the Ministry of Transport, and vehicle licensing offices on company paperwork.
• Support customs clearing, vehicle plates, and registration papers with the Sales and Finance teams.
• Handle pension, tax clearance, and other letters and certificates the company needs.
• Deliver and collect official letters, documents, and stamped papers.
Documents and Records
• Prepare, check, translate (when needed), and copy official documents correctly.
• Keep all government documents safe, organized, and easy to find (paper and digital).
• Report weekly to the HR Manager on the status of each application.
Relationships and Communication
• Build and keep good, professional relations with officers in government offices.
• Explain new government rules and requirements to management in simple words.
• Support Chinese management and foreign staff with local procedures and communication.
3. Required Qualifications
Education
• Diploma or Bachelor's degree in Public Administration, Law, Management, Business, or a related field.
Experience
• At least 3 years of experience as a liaison officer, government relations officer, or PRO.
• Proven experience with EIC, Immigration, work permits, and other government offices.
• Experience working with foreign companies or foreign staff is strongly preferred.
• Experience with ERCA, customs, or vehicle licensing is an advantage.
4. Skills and Knowledge
• Good knowledge of Ethiopian investment, immigration, and labor procedures.
• Good knowledge of how government offices work in Addis Ababa.
• Good written and spoken English and Amharic. Basic Chinese is an advantage.
• Good computer skills (Word, Excel, email, and online government portals).
• Strong filing and follow-up skills.
• A valid driving license is an advantage.
5. Personal Qualities
• Honest and ethical. Must never use improper payments or shortcuts.
• Patient, polite, and able to build good relations.
• Organized and careful with documents and dates.
• Active, self-driven, and good at follow-up until the work is complete.
• Keeps company and employee information private.
6. How Performance Will Be Measured
• Work permits, visas, and licenses renewed on time with no expiry problems.
• Number of applications finished on time.
• Correct and complete documents with few rejections.
• Updated tracking list and records.
• Feedback from management and foreign staff.
7. Working Conditions
• Mix of office work and daily travel to government offices.
• Waiting time and queues at offices are common.
• May need to work extra hours when deadlines are close.
